What if I have no Internet or Data, can I still enable VoLTE / VoWiFi?

For VoLTE, it only needs 4G LTE signal, no need for data. For VoWiFi, it only needs any WiFi connection, including free WiFi, pocket WiFi and mobile hotspot.
